Statement from the NBS Bank Board's 12th meeting of 2017

The Bank Board of Národná banka Slovenska today (20 June) held its 12th meeting of 2017, chaired by Jozef Makúch, the NBS Governor.

The Bank Board took note of NBS’s June 2017 Monthly Bulletin, which will be published on the NBS website. The Monthly Bulletin includes the Report on the International Economy and Report on the Slovak Economy, which will be published in electronic form as separate publications.

The Bank Board took note of NBS’s Medium-Term Forecast (MTF-2017Q2) and approved the Bank Board’s Opinion on MTF-2017Q2. Both texts will be presented at a press conference and published on the NBS website.

The Bank Board approved a Decree of Národná banka Slovenska amending Decree No 8/2012 on fees for acts performed by Národná banka Slovenska, as amended.

The main purpose of the Decree is to update the capital market section of the Annex to Decree No 8/2012, as amended (‘the Annex’), so as to bring the provisions relating to the activities of central securities depositories in line with the respective provisions of Regulation (EU) No 909/2014, as amended, and of Act No 566/2001 Coll., as amended. The Decree further amends the same section of the Annex so as to reconcile its provisions with amendments to Act No 566/2001 Coll. implemented by Act No 117/2015 Coll., as well as to take better account of certain aspects relating to two acts performed by Národná banka Slovenska under Act No 203/2011 Coll., as amended. The Decree also updates the consumer credit section of the Annex, so as to reconcile its provisions with amendments to Act No 129/2010 Coll., as amended, implemented by Act No 90/2016 Coll. and Act No 299/2016 Coll.

The Decree will enter into force on 1 July 2017.

The Bank Board approved a Decree of Národná banka Slovenska on reporting by banks, foreign bank branches and investment firms for data collection purposes under a separate law.

The purpose of the Decree is to ensure data collection (based on common and financial reporting) from banks, foreign bank branches and investment firms in line with EU legislation. Národná banka Slovenska, as the regulatory authority, will use the collected data in the performance of its supervisory tasks.

The Decree will enter into force on 30 June 2017.

The Bank Board approved a draft Act amending Act No 492/2009 Coll. on payment services (and amending certain laws), as amended.

The draft Act transposes Directive (EU) 2015/2366 of the European Parliament and of the Council of 25 November 2015 on payment services in the internal market, amending Directives 2002/65/EC, 2009/110/EC and 2013/36/EU and Regulation (EU) No 1093/2010, and repealing Directive 2007/64/EC. The Directive is intended to ensure that legislation on the provision and use of payment services is harmonised across the whole European Economic Area. The draft Act also lays down conditions for the provision of payment initiation services and account information services, and defines other rights within the area of consumer protection.

The draft Act is proposed to enter into force on 13 January 2018.
