Statement from the NBS Bank Board’s 13th meeting of 2021

The Bank Board of Národná banka Slovenska today (21 June) held its 13th meeting of 2021, chaired by NBS Governor Peter Kažimír.

The Bank Board took note of the Bank’s Summer 2021 Economic and Monetary Developments report, which will be presented at a press conference and published on the NBS website.

The Bank Board approved the Bank’s June 2021 Macroprudential Commentary, which assesses key trends and risk in the financial market. It will be published on the NBS website.

The Bank Board discussed and approved a Decision of Národná banka Slovenska amending Decision No 2/2015 of Národná banka Slovenska of 28 April 2015 on the implementation of the Eurosystem monetary policy framework in the Slovak Republic, as amended.

The amending Decision introduces changes resulting from an ECB Guideline of 6 May 2021 (ECB/2021/23) and an ECB Guideline of 2 June 2021 (ECB/2021/26). These changes include updating the definition of the financial soundness of the Bank’s counterparties in Eurosystem monetary policy operations, in line with changes in the European Union’s regulatory and supervisory frameworks. Another change extends the end date of the collateral easing measures adopted in response to the COVID-19 pandemic, from 29 September 2021 until 30 June 2022. The amendment also revises conditions for selecting or changing the credit quality assessment source or system used to determine the eligibility of assets for the Bank’s Eurosystem credit operations.

The Bank Board approved a Decree of Národná banka Slovenska on reporting for statistical purposes by banks, branches of foreign banks, investment firms and branches of foreign investment firms.

The Decree has been drawn up in accordance with the following: Section 42(2) of Act No 483/2001 on banks (and amending certain laws), as amended; Section 77(8) of Act No 566/2001 on securities and investment services (and amending certain laws) (the Securities Act), as amended, and Section 35(2) of Act No 747/2004 on financial market supervision (and amending certain laws), as amended.

The Decree lays down, with effect from 1 January 2022, details about the content, form and structure of reports, about the reporting deadlines, method and procedure, and about where reports are to be submitted.

The Bank Board approved a Decree of Národná banka Slovenska on reporting for statistical purposes by payment institutions, branches of foreign payment institutions, electronic money institutions and branches of foreign electronic money institutions.

The Decree has been drawn up in accordance with the following: Section 96(1)(c) and (h) and (2)(b) and (c) of Act No 492/2009 on payment services (and amending certain laws), as amended; and Section 35(2) of Act No 747/2004 on financial market supervision (and amending certain laws), as amended.

The Bank Board approved a Decree of Národná banka Slovenska amending Decree No 7/2021 of Národná banka Slovenska on the elements of applications for prior approval of Národná banka Slovenska made under Act No 650/2004 on the supplementary pension scheme (including amendments to certain laws).

The amending Decree, drafted pursuant to the enabling provision of Section 26(5) of Act No 650/2004, amends Decree No 7/2014 in the light of the following: changes introduced by Act No 177/2018 on certain measures to reduce administrative burdens through the use of public administration information systems (and amending certain laws) (the Anti-Bureaucracy Act), as amended; the current wording of Section 26(1) of Act No 650/2004, concerning the granting of prior approval by Národná banka Slovenska; and amendments to Act No 650/2004 made by Act No 109/2018.
