Statement from the NBS Bank Board’s 17th meeting of 2025

On 7 October 2025 the Bank Board of Národná banka Slovenska (NBS) held its 17th meeting of the year, chaired by NBS Governor Peter Kažimír.

The Bank Board approved the notification of the issuance of a €100 gold collector coin commemorating the 700th anniversary of the introduction of gold coinage – the florin – in the Kingdom of Hungary.

The coin is made from an alloy of gold (90%), silver (7.5%) and copper (2.5%), weighs 9.5 g, and has a diameter of 26 mm. Designed by Branislav Ronai and produced by the Kremnica Mint, the coin is due to go on sale in November 2025.

The Bank Board discussed and approved an NBS Decree on how to demonstrate compliance with conditions for the granting of an authorisation to conduct insurance business or an authorisation to conduct reinsurance business to undertakings not subject to a special regime.

The Decree is a response to the adoption of Act No 309/2023 on conversions of companies and cooperatives, as amended, which transposed into Slovak law Directive (EU) 2017/1132 of the European Parliament and of the Council of 14 June 2017 relating to certain aspects of company law (codification) (OJ L 169, 30.6.2017), as amended, and which, among its amendments to other Slovak laws, supplemented the Insurance Act (No 39/2015) with new provisions on the cross-border change in the legal form of insurance and reinsurance undertakings.

It has the following objectives: to comprehensively regulate, update, and precisely specify how compliance with the statutory conditions for the granting of various authorisations in the field of (re)insurance is to be demonstrated, including the documentation that must be presented to Národná banka Slovenska for this purpose during the authorisation procedure –particularly in connection with the amendment of legislation relating to the cross-border change in the legal form of (re)insurance undertakings; and to eliminate duplications with the requirements of Act No 747/2004 on financial market supervision, as amended, regarding the formal elements of applications.

The new Decree repeals NBS Decree No 8/2015 of 4 August 2015 on how to demonstrate compliance with conditions under which undertakings not subject to a special regime may be authorised to conduct insurance business or reinsurance business (Notification No 197/2015), as amended by Decree No 7/2017 of 5 September 2017 (Notification No 222/2017).

The Decree takes effect on 1 November 2025.
