Statement from the NBS Bank Board’s 10th meeting of 2023

On 22 May the Bank Board of Národná banka Slovenska held its 10th meeting of 2023, chaired by NBS Governor Peter Kažimír.

The Bank Board approved the Bank’s May 2023 Financial Stability Report, which on 29 May 2023 will be presented at a press conference and published on the Bank’s website.

The Board adopted a Decision that sets O-SII buffer rates for domestic banks designated as ‘other systemically important institutions’ (O-SIIs).

The list of O-SIIs and their O-SII buffer rates are as follows:

The Decision setting O-SII buffer rates takes effect on 1 January 2024. Further information on these buffer rates will be published in the Decision itself and in the Bank’s ‘Commentary on decisions concerning the settings of capital buffers for domestic systemically important banks’.

The Bank Board approved a Decision of Národná banka Slovenska setting the annual contributions and special contributions payable in 2024 by supervised financial market participants. The Decision will be published in the Journal of Národná banka Slovenska and on the Bank’s website.

The Bank Board approved the notification of the issuance of a €20 silver collector coin featuring the Vihorlat Protected Landscape Area.
The coin is made from an alloy of silver (92.5%) and copper (7.5%), weighs 33.63 g, and has a diameter of 40 mm. Designed by Roman Lugár and produced by the Kremnica Mint, the coin is due to go on sale in September 2023.

The Bank Board approved the notification of the issuance of a €5 base metal collector coin under the title ‘Fauna and flora in Slovakia – the black stork’.
The coin is made from common brass (63% copper and 37% zinc), weighs 19.1 g, and has a diameter of 34 mm. Designed by Marie Šeborová and produced by the Kremnica Mint, the coin is due to go on sale in September 2023.

The Bank Board approved a Decision of Národná banka Slovenska amending Decision No 2/2015 of Národná banka Slovenska on the implementation of the Eurosystem monetary policy framework in the Slovak Republic, as amended.
The amending Decision implements changes in line with an ECB Guideline of 16 December 2022 amending the ECB Guideline on the implementation of the Eurosystem monetary policy framework. The changes stem primarily from the regular review of the risk control framework for Eurosystem credit operations. They concern mainly adjustments to valuation haircuts applied to assets eligible as collateral for Eurosystem credit operations, including their increase due to the expiry of certain temporary measures introduced during the coronavirus pandemic. 

The Bank Board approved a Decree of Národná banka Slovenska of 22 May 2023 amending Decree No 16/2018 of Národná banka Slovenska of 11 December 2018 on reporting on the performance of financial intermediation and reporting on the performance of financial advisory services.
The amending Decree concerns the way in which reporting for financial intermediation and financial advisory services is conducted through the NBS Statistics Collection Portal information system. The Decree also lays down a more detailed breakdown of collected data in order to improve the quality of data and ensure more efficient use of data.
The Decree takes effect on 30 June 2023.
