Statement from the NBS Bank Board’s 19th meeting of 2019

The Bank Board of Národná banka Slovenska today (1 October) held its 19th meeting of 2019, chaired by NBS Governor Peter Kažimír.

The Bank Board approved a Decree of Národná banka Slovenska amending Decree No 1/2018 of Národná banka Slovenska on how to demonstrate compliance with conditions for an authorisation to act as an independent financial agent and for an authorisation to act as a financial adviser.

The Decree lays down provisions that will change the requirements for demonstrating compliance with conditions for an authorisation to act as an independent financial agent or as a financial adviser and will do so for both natural persons and legal entities. A recent amendment to Act No 186/2009 cancelled the obligation on natural persons or legal entities that apply for such authorisation to submit a paper version of their criminal record check certificate to Národná banka Slovenska in order to demonstrate compliance with conditions for performing the requested activities; at the same time, the Decree imposes an obligation on Národná banka Slovenska to acquire and use for its own official activities data recorded in general government information systems and, for statutory purposes, to apply at no charge for a criminal record check certificate for the persons and entities mentioned above.

The Decree takes effect on 1 November 2019.

The Bank Board approved a Decree of Národná banka Slovenska on reporting by banks, foreign bank branches, and investment firms for data collection purposes under another regulation.

The Decree extensively simplifies the contents of its predecessor, including by omitting the identification codes (code lists) of individual statements; this is a response to the scope of statements produced and submitted by reporting agents and to the frequency of modifications resulting from the continually changing structure and content of these statements pursuant to Commission Implementing Regulation (EU) No 680/2014 of 16 April 2014 laying down implementing technical standards with regard to supervisory reporting of institutions according to Regulation (EU) No 575/2013 of the European Parliament and of the Council (OJ L 191, 28. 6. 2014), as amended.

The Decree takes effect on 31 December 2019.

The Bank Board decided to end the publication of the BIATEC banking journal as of 31 December 2019. Instead of publishing their independent articles in the journal, NBS staff members will publish them on the NBS website and social networks.
