Implementing of new Balance of Payments Manual (BPM6)

Updated standards of Balance of Payments statistics

Since 1948, International Monetary Fund (IMF) develops and prepares general guidelines as a background for compiling the statistics of Balance of Payments (Balance of Payments Manuals, BPM). In 2009, IMF published sixth edition of Balance of Payments and International Investment Position Manual, which updates fifth edition (BPM5), published in 1993.

Manual was revised simultaneously with introduction of a System of National Accounts 2008 (2008SNA) and European System of National Accounts 2010 (ESA2010), to ensure harmonizing between external and domestic macroeconomic statistics. Information on most important methodological changes is available in Annex 8 of BPM6 Manual, and also within ECB webpage (FAQ)

Introduction of new Manual in EU countries in 2014 is coordinated by ECB and Eurostat.

Availability and revision of the data

The data compiled under sixth edition of Balance of Payments Manual are available on NBS webpage (for Balance of Payments, for International Investment Position) including back-data time series from 2009.

The data for Balance of Payments and International Investment Position in old methodology BPM5 will be further published till reference period of December 2014 and will not be revised for past periods. After this period, the data will be compiled and published only in BPM6 methodology.

Along with publishing the data in BPM6 methodology, the revision of Balance of Payments and International Investment Position datasets was done in both, new and old methodologies (since 2008). The revision, besides updating the data, considers also methodological change in area of foreign trade (transactions of non-residents registered in Slovak Republic exclusively for purposes of VAT) and in area of euro banknotes issuance reporting.
